What Type of ID Do I Need to Register as a Sex-Offender?
Convicted sex offenders must register their address with the police as required by the Sex Offenders Registration Act. With some exceptions for young offenders, most registrants’ names appear on the Michigan State Sex Offender Registry website.
All registered sex offenders are required by law to maintain either a valid Michigan driver's license or Michigan identification card. Failure to maintain a current ID is a crime.
How Can My Client Register Without a State ID?
The law allows convicted sex offenders to use a drivers license or state ID as proof of residence when they are registering as a sex offender. The law also allows the police to accept other documents showing residence, such as voter registration cards, utility bills, or other bills. Gather all the other documents you can showing where your client lives, and ask the police to accept those documents instead of a state ID.
Because sex offenders can be prosecuted for not having a current state ID, it is especially important for your client (with your help if necessary) to write down all your efforts to get ID on the Record of Efforts Form. Make sure the police know that your client is trying to get ID. If your organization does not help clients with getting ID, then check with your client's parole officer, the local 211 or United Way referral service, or Michigan Prison Re-entry Initiative program (if any) to find out who helps those released from prison obtain state ID cards.
What Else Does the Sex Offender Registration Act Require?
Registered sex offenders must:
- Report any change of address within 10 days of moving.
- Confirm their address with the police regularly; in most cases offenders must register four times a year.
- Report attendance or employment (or any change of attendance or employment) at a college or other institution of higher learning.
- Not live, work or loiter in a student safety zone. This means that the convicted sex-offender cannot live or work within 1000 feet of a school. The address on the state ID cannot be an address that is within 1000 feet of a school.
- Pay a one-time $35 fee.
- Sign all required registration forms.
